Cases and the council
How a complaint or an appeal becomes a case, who decides it, and what the owner can do.
A case is a dispute about a passport, decided by the PoE council. Cases and appeals are planned for stage 5.
How a case runs
- A case starts with a complaint or with an appeal by the owner.
- The evidence is facts, each with its proofs.
- The owner is told first and answers first.
- The council decides. Only the council can set level 4, confirmed fraud.
- One case does not end a passport. Patterns matter.
A complaint never switches on a label by itself. It opens a case.
Who the council is
At the start, Noventia acts as the council.
